Regulatory Overview

The UAE has established a comprehensive regulatory framework for carbon reporting through Federal Decree-Law No. 11 of 2024, commonly known as the Climate Change Law. This landmark legislation creates a structured approach to emissions management, requiring designated entities to measure, report, and verify their greenhouse gas emissions.

The framework aligns with the UAE's Net Zero 2050 strategic initiative and Article 13 of the Paris Agreement. It establishes the Ministry of Climate Change and Environment (MOCCAE) as the primary regulatory authority, supported by the National Registry of Carbon Credits (NRCC) and the Integrated Environmental Quantification and Tracking (IEQT) platform.

Important: Compliance deadlines are approaching. Large emitters must register with NRCC by June 28, 2025. All regulated entities must have operational MRV systems by May 30, 2026.

Penalties for Non-Compliance

Free Zone Considerations

Companies operating in UAE free zones have the same carbon reporting obligations as mainland entities. While free zones offer various commercial benefits, environmental regulations apply universally across the UAE.

Compliance Applicability

Federal Decree-Law No. 11 of 2024 applies to all entities in the UAE, including free zone companies. There are no exemptions based on geographic location.

FZA Coordination

Free Zone Authorities (FZAs) coordinate with MOCCAE on implementation. Some zones offer dedicated sustainability support teams for compliance assistance.

Dual Considerations

Some free zones have supplementary sustainability programs (e.g., DIFC ESG framework, DMCC sustainability initiatives) that complement federal requirements.

Registration Process

Free zone companies follow standard NRCC/IEQT registration using their free zone trade license. MOCCAE coordinates directly with FZAs for streamlined verification.
